The Taipei City Government was honored with the Group A 1 at the 2011 Storm Sewer Systems Maintenance & Management Evaluation made by the Construction and Planning Agency, Ministry of the Interior.
The Hydraulic Engineering Office, Public Works Department, Taipei City Government, was honored with Group A 1 for its endeavors in management of the storm sewerage according to evaluations of the Construction and Planning Agency, Ministry of the Interior. The Hydraulic Engineering Office said the storm sewer systems closely related to flood prevention deserved to be reliably maintained and managed from time to time and that the Hydraulic Engineering Office’s cautious and conscientious preparations won the committee members’ praise when evaluations were first held.
Referring to the "Sewerage Law" (Articles 4 & 5), the Construction and Planning Agency, Ministry of the Interior, has been reviewing maintenance and management of the storm sewer systems in various cities and counties in order to reduce the risk of floods and protect people’s lives and assets. As a result, the Construction and Planning Agency constituted the "Annual Evaluation Program for Maintenance & Management of the Storm Sewer Systems" as the guidelines to assess each local government’s performance prior to the yearly rainy season.
In 2011, the Construction and Planning Agency, Ministry of the Interior, divided the evaluation of the storm sewer systems into two steps, "self-evaluation" and "on-site evaluation" wherein the latter was composed of (1) "written assessment", which comprised of "manpower", "budget", "operation & maintenance of water pumps at pumping stations", "sewer dredging & management" and "measures for flood prevention", and (2) "field investigation", which comprised of "status for operation & maintenance of water pumps at pumping stations" and "inspection of deposits in sewers". The local government prepared for every part of the agenda to be evaluated and checked as per the schedule.
In addition to the self-evaluation submitted to the Construction and Planning Agency, Ministry of the Interior, by the Hydraulic Engineering Office before the deadline, the field investigation was also fulfilled via written documents and communication with committee members who inspected maintenance and management of pumping units in the Yucheng Pumping Station and dredging of silt in storm sewers in Mingsheng Community.
In 2011, the Hydraulic Engineering Office passed all evaluations and won Group A 1 in virtue of conscientious management. Referring to recommendations of the Construction and Planning Agency, Ministry of the Interior, the Hydraulic Engineering Office rewarded the staff concerned and Mr. C. F. Huang, Director-General, encouraged his subordinates to scale new heights and substantially fulfill the maintenance and management of the storm sewer systems for a minimum of overflow in urban districts and the protection of citizens’ lives and assets.
