For leveling of arcade buildings (including the surface of streets along the construction site, where the pedestrians can pass through), because they are private properties, permission from the owners shall be obtained, in addition, one complete block shall be deemed as a basic unit for leveling, therefore, not all the arcade buildings having height difference can be improved through leveling. Additionally, if there are significant height differences or structural issues that cannot be rectified, connecting or appropriate alternative solutions will be adopted to improve the situation.
