24th Public Construction Golden Quality Award Ceremony: Taipei’s New Construction Office Honored with 2 Excellence Awards and 1 Merit Award

The New Construction Office, Public Works Department, Taipei City Government has once again been recognized. At the 24th Public Construction Golden Quality Award ceremony on December 27, 2024, held at the CPC Building's Guoguang Hall, Secretary-General Kung Ming-hsin of the Executive Yuan presented the honors. The New Construction Office was awarded the third-tier Excellence Award in the Civil Engineering category for the Liugong Green Corridor Pedestrian Environment Improvement Project and the second-tier Merit Award in the Civil Engineering category for the Changde Street Underground Pedestrian Passage Project. Moreover, Director Lin Kun-hu was unanimously praised by the panel of judges for his contributions to engineering excellence, earning the Outstanding Individual Contribution Award.

 

The Liugong Green Corridor Pedestrian Environment Improvement Project, in alignment with the city government’s Eastern District Development and Revitalization Project, rediscovers urban streets and neighborhoods in the Eastern District, revitalizing urban spaces with a focus on people-first transportation and establishing an outstanding commercial area for pedestrians. The project involves establishing a new crosswalk on Fuxing South Road, connecting Liugongzun Park and Liugong Park, and integrating Lane 135 of Section 1, Fuxing South Road, with a central green corridor. This has improved previously constrained walking paths at the plaza. In addition to the removal of a parking lot unsuitable for crowd gatherings, the southern roadway is elevated to link with the central green corridor. Diverse, accessible spaces have been planned, and greenery, seating, and street furniture have been added to create an urban, ecological oasis. Three mist rings, water ripple lights, and mist facilities have been installed to recreate the hydrological legacy of the “Da Wan River Channel”. The completed project delivers a people-oriented, resilient, and intellectual pedestrian plaza, making the environment more pedestrian-friendly and earning praise from local businesses and residents.

 

The Changde Street Underground Pedestrian Passage Project addresses Taipei's challenges as a super-aged society with shifting demographics by creating a people-oriented pedestrian environment between MRT NTU Hospital Station and Zhongshan South Road’s east side. The project resolves Changde Street’s limited pedestrian space and pedestrian-vehicle conflict issues through multi-level separation, enhancing pedestrian convenience and safety. By extending MRT station access points, it offers a people-oriented space that promotes public transportation, aligning with Taipei’s vision for achieving sustainable urban development and green transportation. The underground passage effectively redirects pedestrian traffic below ground, easing congestion at street level and enabling direct connections to the MRT station, hospital, schools, and government offices. Designed as a spacious, gallery-like, and barrier-free pathway, it provides a comfortable and people-oriented experience.

 

Lin Kun-hu, Director of the New Construction Office, Public Works Department, Taipei City Government, has devoted years to the public construction sector. Starting from the grassroots level, he has contributed extensively to key infrastructure projects, including architectural engineering, civil engineering, and road maintenance. Over the years, he has developed a robust foundation in engineering and, more recently, has focused on mentoring new talent and fostering a culture and system of engineering excellence within the organization. Under his supervision, various projects have garnered prestigious accolades, such as the Golden Quality Award for construction excellence by the Public Construction Committee of the Executive Yuan, high ratings for roads and accessibility evaluations by the National Land Management Agency of the Ministry of the Interior, and the Gold Thumb Awards by the Ministry of Finance. At this year’s Golden Quality Award, he earned unanimous praise from the panel of judges and was honored with the Outstanding Individual Contribution Award.
