Users who occupy the surface, overhead space, or underground space of urban road land for the installation of pipelines or facilities shall, before March 31 each year, file a declaration with the New Construction Office through the Taipei City Government Public Works Department Road Excavation Management Center website (https://dig.taipei/Tpdig/) regarding the quantity already installed in the previous year, the period of use, and the estimated fee payable. After accepting the declaration, the New Construction Office shall assess the fee by May 31 and notify the user by email to make payment before June 30.
