Why should I be charged for employment of sewers in the event of a septic tank preserved under a building’s basement?

Originally prepared under most buildings’ basements, septic tanks store soil to be pumped to the first floor and then ditches on a building’s flank via a pressure pipe. For the case of no change in sewers originally connecting the basement to guide soil discharged outside the first floor by gravity flow, those pressure pipes directing sewage to ditches on a building's flank will be linked to the public sewage piping system by the Sewerage Systems Office during construction of sewers. This is because the sewage of the building has been included as the underground sewerage system for treatment. Under the principle of the user pays, the sewerage service charge will apply.
